Florida is 41st out of 50 states and Washington, D.C. when it comes to the amount of ”public revenue per student” it spends, according to annual rankings compiled by the National Education Association.
The national teachers union figures were based on data from the 2009-10 school year.
Though such rankings often differ on exactly where they place Florida, the Sunshine State is usually toward the bottom of such lists, spending less per-student than the American average and less than many other states.
The Quality Counts report this year — the one so-often touted because it ranked Florida 5th overall — gave Florida an F in spending, though it gave it a B+ in equity (because it spreads its money fairly) so it handed out a C- for overall school finance. ...

[i]Here are two of my favorite comments, both by a fellow named 'steve'.
"so we get an “F” on per-pupil spending, but because we screw everyone the same we get a “B+” which averages to a “C-”. Talk about perfuming the pig."
"But when the Census looked at what states spent per every $1,000 of personal income, Florida dropped to 50th. In fact, Florida came in 50th in that same category in every report from 2010 through 2007. The state wasn’t dead-last, however. The Census report includes Washington, D.C., in its ranking, so every time Florida finished 50th, it placed before the nation’s capital."
