I don't know. Maybe the name of a state had to end in "duh" in order to win inthe first round of Race to the Trough.

Kansas, Missouri left behind in Race to the Top

Both Missouri and Kansas failed to make the first cutoff in competing for billions of dollars in federal stimulus funding through President Barack Obama's "Race to the Top" program to improve education in America.

That indicates both states failed to put together programs that were competitive with the proposals from 15 other states and the District of Columbia, which will get some money....
